Advisor to the President of the Russian Federation on Internet issues: it is impossible to establish full control over the Network in Russia

Controlling the Internet to fight terrorism is like banning kitchen knives to fight domestic crimes.

German Klimenko, adviser to Vladimir Putin on the Internet, does not consider it possible and right to impose absolute control over the Internet in Russia, writes Russian News Service. According to him, the idea to control the Network to fight terrorism is similar to the idea of banning kitchen knives to prevent domestic crimes.
')
“You need to start with kitchen knives. 95 or 96% of crimes are committed by kitchen knives —to the house. Then, probably, it is necessary to prohibit automobiles — terrorists, of course, is a serious problem, but 100 people per day are dying in Russia. And it is necessary to select more cellular phones - the terrorists also use them. And then you can surf the Internet, ”said Klimenko.

He also added that the necessary measures to regulate the relevant sphere are already being taken. But absolute control is now impossible, besides, it would cost the budget very expensive. “At the moment in Russia it is impossible. It is technically very expensive. Simply ban in general, cellular communication should be closed immediately. This can be ensured only by the prohibition method, ”the adviser commented on the situation.

German Klimenko made this statement in response to a proposal by Russian Deputy Foreign Minister for Counter-Terrorism Oleg Syromolotov to establish absolute control over the Internet. “Internet governance should be international. Every country in its sector must have sovereignty. The Americans are resisting this under the pretext that they have created the Internet and would like to control everything themselves, ”said Syromolotov.

Against the introduction of such measures and the Ministry of Communications in the person of its leader Nikolai Nikiforov.
