After Russian Prime Minister Dmitry Medvedev was able to access his Rutracker from his iPad, some departments began to develop tools that allow you to automatically detect websites with "signs of spreading prohibited information." The Prosecutor's Office of the Republic of Tatarstan “in order to automatically detect prohibited Internet content” initiated the development of the information-analytical complex “The Internet Legislative System (ICM) against Illegal Content Manager” (Illegal Content Manager).
The ICM complex allows you to identify resources on the Web with signs of disseminating information about drugs, extremism, suicide, the illegal sale of drugs, and forged documents,
writes Roskomsvoboda. With the help of this system, it was already possible to check availability to Rutracker in Russia.
It turned out that access to this site is not limited to 99 Russian providers. The availability of a torrent tracker in Moscow is 18%, in Primorsky Krai - 25%, Stavropol Krai - 20%, Belgorod Region - 14%, Republic of Karachay-Cherkessia - 23%, Republic of Buryatia and Tambov Region - 13%.
Also, another practice has been introduced in Tatarstan - the transfer of the right to block websites that distribute illicit drugs to local authorities. Thus, the prohibited resources will be entered in the registry in the field. Roskomnadzor agrees with such an initiative, whose employees find it difficult to process hundreds of links per day. Now this whole system is functioning in test mode, and in March it will be launched into full-fledged work.

In a short time, the supervisory authority plans to check Internet providers that operate in the republic and do not block blocked Internet resources.
