curious case with Dmitry Medvedev and the Rutracker website, the authorities seriously bothered whether Russian Internet service providers were actually blocking websites from the banned registry.
For example, the prosecutor's office of Tatarstan
reported on the “creation and implementation of a unique system for monitoring the accessibility of banned websites”, within the framework of the “unique information system for countering Internet infractions ICM” (Illegal Content Manager) ”.
The site availability monitoring system is the second ICM module. Verification of the same Rutracker showed that “the average availability of the rutracker.org domain in 7 regions of the Russian Federation is 12%. Access to this site is not limited to 99 providers. At the same time, the availability of this resource in Moscow is 18%, in Primorye Territory 25%, in Stavropol Territory 20%, Belgorod Region - 14%, Republic of Karachay-Cherkessia - 23%, Republic of Buryatia and Tambov Region - 13%.
Full-scale operation of the second ICM module will begin in March 2016. At the same time, in the near future, the supervisory authority, with the involvement of specialists, will conduct inspections with respect to Internet providers that do not ensure the blocking of prohibited Internet resources.

Another ICM module automatically detects “Internet resources with possible signs of spreading prohibited information about drugs, extremism, suicide, child pornography, gambling, falsified alcohol, illegal sale of drugs and forged documents”.
The information is analyzed by prosecutors who make the final decision: “Since July last year, 19,279 Internet pages have been identified with possible signs of the dissemination of prohibited information on drugs, extremism, suicide, child pornography and gambling, 5078 of them were sent to the Federal Service for Supervision communications, information technology and mass communications for blocking. "
It can be assumed that, over time, such automatic systems will be introduced in other regions of the country, and not only in Tatarstan.
