Roskomnadzor supports blocking "Roskomvoboda" for instructions to bypass blocking sites

Information on how to bypass the blocking remains legal.

As reported at Geektimes, the site "Roskomsvoboda" entered the register of prohibited resources due to the presence on the resource pages of information about ways to bypass site locks in the territory of the Russian Federation. Roskomnadzor, represented by the representative of the ministry Vadim Ampelyonsky, "welcomes" the court decision, Vedomosti reports. Let me remind you that earlier the head of Roskomnazdor, Alexander Zharov, spoke about the legality of information about how to bypass site locks, as well as the fact that it is not illegal to use the tools themselves that allow access to blocked sites.

There is no contradiction, Ampellonsky believes. “We see the desire of a certain group of Internet activists to advertise anonymizers as a means of circumventing blockages. In fact, users are told: the law can be not enforced, and we will tell you how, ”he comments on the situation. At the same time, Vadim Ampelonsky reiterated that Roskomnodor does not consider it illegal to work with anonymizers.

As for the registry of prohibited resources, the Roskomsvoboda website got there after the decision of the Anapa city court (Krasnodar Territory). Representatives of the prosecutor's office appealed to the court, who considered that the information on anonymizers placed on the page of the above site violates the law. The court of Anapa agreed with the opinion of the prosecutors, and made the appropriate decision. In this case, the article of the law was not indicated, which was violated. Representatives of Roskomsvoboda then filed an appeal, but the court rejected it. Now the representatives of the resource filed a cassation appeal.

After entering the registry, the site administration must either remove the illegal information, or the site will be blocked on the territory of Russia. This will happen after Roskomnadzor sends the site address to providers for blocking. “We have a few more days to sort things out. We will contact Roskomnadzor and, I hope, find a compromise, ”said the head of the Roskomsvoboda website, Artem Kozlyuk.
