shared his thoughts on creating a code of conduct on the Internet that would act in the form of soft law. Speaking on December 15 to the participants of the Second World Conference on Internet Governance in the Chinese city of Wucheng, the Russian Prime Minister

The main point is that the regulation of the Internet should be carried out at the international level, under the auspices of leading international institutions.
Dmitry Medvedev explained that society has to make a difficult choice between the freedom of the Network and its regulation by the state, while it is important to maintain a balance between free access to information and legal requirements that ensure the safety of citizens and their fundamental rights: “We support the policy of strengthening the role of global community in Internet governance and global policymaking in this area, the prime minister said. “We believe that this should be done under the auspices of leading international institutions, including the United Nations, including relying on a specialized industry organization - the International Telecommunication Union.”

In the future, this or another organization may be given appropriate powers. It can be granted the rights to develop international legal norms and standards in the field of Internet governance. It is also suitable for the role of coordinator of relevant international structures.
