Prosecutor General's Office proposes to block sites with dangerous extremist materials without examination

Today, a draft order of the Prosecutor General of the Russian Federation has been published on the government portal for draft regulatory acts, which refers to the possibility of blocking websites for extremism without an examination. In all other cases, an expert study is required to block an Internet resource on the territory of the Russian Federation, Vedomosti writes . But "if informational materials with obvious signs of extremist orientation have or can have wide public resonance, the obvious need to promptly curb their dissemination, no expert investigation is required," the draft instruction of the Prosecutor General’s Office on organizing work with illegal calls on the Web is indicated.

The decision to block a resource with illegal information must be signed by the Prosecutor General or his deputies in federal districts. Verification activities should be carried out in the field: it is assumed that local authorities will collect various information about the organizers of the event, the time and place of the event, and the number of participants. In addition, in this case, it is necessary to conduct “monitoring of the Internet space in order to identify contents duplicating illegal information”, with the creation of screenshots of the necessary pages. Based on the results of the inspection, a conclusion is drawn up, which is approved by the regional prosecutor or the head of the Prosecutor General’s Office.

This conclusion should contain the address of the page of the site and the "reasonable conclusion" of the need to block the resource. In the case of a crime, the prosecutor must transfer the materials to the appropriate authorities to initiate criminal proceedings. Measures to block the site can be taken on the basis of a report on the investigation of a crime under “extremist” articles.

For a decision to block the resource with calls for riots and unauthorized actions is given up to five days. If we are talking about "cases that are not urgent", the resource can be blocked immediately. On all other issues decisions must be made within a month.
