Plotnikov desired the apartment and other property of his neighbor, calling him "a traitor to the Motherland."
The body that finally ended up with Roskomnadzor responded that the notion of “enemy of the people” was withdrawn from the Criminal Code of the RSFSR from December 1958.

RosKomSvoboda is a human rights organization founded by the Pirate Party of Russia, which keeps track of sites blocked in the country and tries to protect resources from permanent blocking. A certain citizen of Yekaterinburg Yevgeny Plotnikov confused Roskomnadzor with RosKomSvoboda and sent the latter a message about the violation. A little later, Plotnikov sent a response from the Roskomnadzor management in the Urals Federal District to his appeal.
