Who was waiting for the Twitter queue?

On the instructions of the prosecutor of the republic Sharpuddi Abdul-Kadyrov, the prosecutor’s office continuously monitors the Internet for the identification of materials that insult religious feelings of believers.
During the monitoring of the social network Twitter on 11/11/2015, a page called “Charlie Hebdo” was found, which contains images intended to offend the religious feelings of believers, expressing disrespect to the images of prophets, as well as caricatures that mock the catastrophe of the Russian A321 aircraft Egypt

The distribution of such materials may be a prerequisite for inciting ethnic, religious hatred and hostility, which is prohibited by federal law.
In this regard, the republic’s Prosecutor’s Office submitted a statement of claim to the Leninsky District Court of Grozny for recognizing the Charlie Ebdo page on the Twitter social network banned throughout the Russian Federation and obliging Internet providers to restrict access to it, which was reviewed on November 23, 2015 and satisfied.

The court’s decision was sent to the Roskomnadzor Department of the Czech Republic for inclusion in the Unified Register of Banned Sites.

What will happen next?

And then there are three options:
The first is when following the letter of the law and the order of the court of Grozny, providers will be forced to block Twitter entirely . For https. Traditionally, half of them will try to solve the problem of certificate substitution, but this option will not work with Twitter either, since their servers are configured to use HSTS (HTTP Strict Transport Security) - a mechanism that activates a forced secure connection via the HTTPS protocol.

The second option is “the recognition of this situation as a special and socially significant bla-bla-bla, so for the time being we will postpone for the future the execution of a court order”.

Third, Twitter will disable the ability to view this section for Russian ip-addresses.
