Block RuTracker fails. Russian Internet has prepared for non-violent struggle with the state

As it is known, today the Moscow City Court made a decision to block RuTracker for life with the inclusion of the site in the black Roskomnadzor list and forced filtering by all Internet providers of the Russian Federation.

The sentence will come into force after 30 days, unless it is appealed by the defendant. According to the new anti-piracy law , there is no legal possibility to exclude the site from the black list.

But experts doubt the possibility of actually blocking one of the most popular websites in Russia with a monthly audience, according to various estimates, from 14 to 22 million people. Thousands of them are already studying the instruction on how to bypass the lock .

Actually blocking access to the torrent tracker is almost impossible, says the founder of Liveinternet and Mediametriks, the head of the Internet Development Institute, German Klimenko. He gives an example of another torrent tracker: “There was a Rutor.org that was closed and blocked a little earlier. And there immediately became clear several names, because the domain name is not mandatory. The Internet is, after all, a virtual story. In Moscow, for example, it is possible to ban shawarma on the Garden Ring, and it will never happen. And on the Internet - well, you banned the domain name Rutracker.ru. Another domain will appear immediately, it costs $ 20 a year if it is Komovsky, or even cheaper, ”said Klimenko.

German Klimenko added that the adoption of such anti-piracy laws does not have the best effect on the reputation of the deputies: “I was still taught in the army that if the boss gives orders that cannot be executed, his authority falls. It seems to me that our State Duma regularly gives orders that cannot be executed, and thereby drops its authority. ”

The RuTracker administration is already preparing response actions: “First, we will make a special section where we will tell users about how to bypass the block. Especially since most of them are ready for it, judging by the vote, they said in a comment for Slon.ru. “Secondly, we will recommend users themselves to challenge the court decisions, since it is clear that it affects their rights, restricting free access to information.”

According to the results of voting on the RuTracker website, about 67% of users were in favor of not making any concessions, not deleting the content, but “looking for ways to bypass the blocking”.

“The Russian Internet has prepared for a non-violent struggle against the state,” writes Vladimir Kharitonov, executive director of the Association of Internet Publishers. “There is not a“ dispute between business entities, ”but a confrontation between the state and those who use the state for their own purposes — with their citizens.”
