The Ministry of Communications and Mass Media of the Russian Federation prepared a
draft law “On Amendments to the Code of Administrative Offenses (in terms of establishing the responsibility of telecom operators for non-performance of the duty to restrict access to Internet sites)”.
An Internet provider faces a fine if he could not block a resource within 24 hours from the time his network address was included in the registry of prohibited resources. The maximum fine amount is 100,000 rubles. If the hoster / provider does not renew access after receiving the notification, it will also be fined.
The bill is at the stage of public debate.
CAO is proposed to add article 13.32:

“Article 13.32. Failure by a telecoms operator to provide access to the Internet information and telecommunications network, duties to restrict access to a website on the Internet, the network address of which is entered in the Unified Register of Domain Names, page indexes of websites on the Internet and network addresses that allow you to identify sites on the Internet that contain information that is prohibited in the Russian Federation,
1. Failure by the telecommunications operator providing services to provide access to the information and telecommunications network “Internet”, the duty to restrict access to a site on the Internet, the network address of which is entered in the Unified Register of Domain Names, page indexes of sites on the Internet and network addresses that allow identifying sites on the Internet that contain information that is prohibited in the Russian Federation, - imposes an administrative fine on officials in the amount of 3,000 to 5,000 rub.; for persons engaged in entrepreneurial activities without forming a legal entity - from 10 thousand to 30 thousand rubles; for legal entities - from 50 thousand to 100 thousand rubles.
2. Failure by a hosting provider and (or) telecom operator to resume access to a site on the Internet within 24 hours after receiving a notification from the federal executive body exercising control and supervision functions in the field of mass media, mass communications, information technology and communications, and (or) the registry operator on the exclusion of a domain name, site page pointer on the Internet and network address (network addresses) from a single registry - imposes administrative overlay a fine on individuals in the amount of 200 to 500 rubles; officials in the amount of 3,000 to 5,000 rubles; for persons engaged in entrepreneurial activities without forming a legal entity - from 10 thousand to 30 thousand rubles; on legal entities - from 50 thousand to 100 thousand rubles. "

bill introducing fines for Internet search engines for refusing to delete links with inaccurate and irrelevant information about citizens (up to 3 million rubles).
