In the spring of 2015, the authorities conducted an experiment on modeling Russia’s disconnection from the foreign Internet, said Vice-President of the Media and Communication Union Andrei Semerikov. A representative of one of the major telecommunications operators confirmed this information to Cnews . According to Semerikov, Roskomnadzor sent instructions to large telecom operators to block traffic from specified main channels. The providers followed the instructions with the help of settings in traffic management systems (DPI), but they failed to completely close the connection - the data went abroad along unknown routes.

According to Semerikov, the reason for this situation is the small Internet providers that lack DPI systems. The activities of such providers are poorly controlled by the state. They can use satellite channels, which creates uncontrolled connections between the Russian and foreign Internet.

The Media-Communication Union considers it necessary to strengthen state control over the activities of cable TV operators and Internet providers, of which there are about eleven thousand in Russia. Small providers do not block sites banned in Russia, do not broadcast mandatory TV channels, allow foreign channels that do not have a Russian license to broadcast, and contribute to the development of piracy.

A representative of Roskomnadzor, Vadim Ampelonsky, said that in March 2015, Er-Telecom had taken actions simulating the shutdown of the international main data channel M9: “The purpose of these actions was to assess the stability of the provision of Internet access services for subscribers of the Perm region. Although the operator notified the territorial office of Roskomnadzor in the Perm region of these actions, Roskomnadzor has no relation and is not aware of their results. ”
