Flight delay: from September 1, airlines can stop booking tickets



As many IT-professionals and those who are interested in this field know, “the law on personal data storage ” was recently passed. The law was adopted, apparently, because of the desire to ensure the sovereignty of the country and to protect its citizens from the machinations of Western companies and governments. In the wake of revelations about the wiretapping by the American NSA agency of everything it could reach, similar laws arise in the countries of the European Union.

Let us leave for the time being the controversial question about the effectiveness of such measures in terms of security. Let us put aside for the time being the patients for IT specialists the topics of the increasing segmentation of the Internet and the suppression of network neutrality. Let us turn to the closest technical side of the issue. According to this law, every company that wishes to provide its services in the territory of Russia to its citizens is obliged by September 1, 2015 to arrange the storage of all personal data of citizens of our country on servers physically located in Russia.

In this regard, it is completely unclear what will happen if a citizen wants to buy goods in a foreign online store? Book a hotel in Europe? Or buy a ticket?

On March 5, the Air Transport Operators Association asked the business ombudsman, Boris Titov, to assist in making changes to the law on personal data. The association asks to appeal directly to President Putin in order to delay or amend this law in relation to civil aviation.

The fact is that air tickets are booked through one of the worldwide systems: Amadeus, Gabriel, Saber, Galileo. In order to fulfill the requirements of the law, it is necessary that the indicated providers in some way, themselves or through intermediaries, place servers for their systems in Russia. Carriers claim that this cannot be done before September.

Russia has its two reservation systems: Sirena-2000 and TAIS CRS. But the same "Aeroflot" is not going to abandon the world reservation systems and switch to domestic ones. The representative of the Ministry of Transport explained: "Even if such a product appears in Russia, according to preliminary estimates, it will take from one to three years for airlines to migrate to the Russian system."

Thus, you can make a reasonable guess about the fate of the bill. From September 1, 2015, we will have another law that will not be mandatory for execution, but thanks to which it will be possible to ban the activities of any company in Russia if it turns out that it did not rent a server from a Russian provider.
