The payment system is actively preparing for a new legislative norm.
Payment system PayPal hosts servers in Russia for storing personal data. This is with reference to a source in the Internet industry
reports TASS. The source said that these servers will collect information on transactions of Russian wallets. The servers are located at the company's office in Moscow, they are only being tested now, so they are able to withstand only 4–5 transactions per minute [sic].
The press service of the payment system declined to comment on this information, saying that the company is looking for the best solution to meet its requirements.
PayPal is carefully complying with the wishes of Russian regulators. The company is taking all necessary measures to consolidate the Russian market. In the autumn of 2013, cash withdrawal
became available , and business account holders were asked to provide documents required by Russian law. Prior to this, in May
a license
was obtained from a non-bank credit organization.

And the state bodies are satisfied: Roskomnadzor welcomes data storage in Russia and
calls the events “a weighted decision of a responsible business.”
The requirement for Internet companies to keep personal data of users in Russia
comes into force on September 1 of this year. Apparently, servers in the Moscow office of PayPal are one of the first cases in which a foreign company decided to comply with the provisions of federal law No. 152-FZ by recording personal data of Russians on equipment inside the country.
