
The item on the allocation of funds to support independent media in the Russian Federation is in the law, which was signed yesterday by US President Barack Obama. In addition, the same law contains another clause, which
states the need to maintain uncensored Internet access in Russia. This item will also be funded from the amount indicated in the title. The law itself was named the Law on the Support of Freedom of Ukraine, and allows the US president to introduce new sanctions against the Russian Federation.
So far it is unclear how the item “maintaining uncensored Internet access” will be realized, a detailed plan will appear later - the US president should provide it within the next two months.

It is worth noting that the financing of the new program will not begin now, but only in October of the next year - then the next fiscal period starts in the USA, lasting for a year. The implementation of the program is designed for three years.
European organizations, for example, the Organization for Security and Cooperation in Europe, as well as the National Endowment for Democracy can participate in the project.
By law, the United States, all stages of funding
should be implemented as transparently as possible. And the US president should regularly report to various Congress committees (at their request) on the progress of the project.
