On December 17, the State Duma immediately in the second and third final reading
updated the Law on the storage of personal data in Russia. In accordance with the new bill, companies are obliged to store the personal data of Russians processed on the Internet on servers that are located in Russia
from September 1, 2015 .
Similar laws are being considered in some other European countries after the scandal associated with the publication of documents by Edward Snowden and after the “news” about total surveillance of users by US intelligence agencies. Unfortunately, the Snowden initiative led to negative consequences:
increased censorship and segmentation of the Internet.
')
One way or another, but Internet companies in 9 months will have to open servers in Russia. This applies to cloud services (mail, hosting, etc.), social networks, online stores, etc.
It was originally planned that the law would take effect on September 1, 2016, but in September 2014, a group of deputies submitted a bill to the State Duma to postpone this period to January 2015.
Fortunately, reason prevailed over emotions - and from January 1, 2015, new norms were decided not to be introduced. Representatives of the Internet industry came out sharply against this date. They explained to the deputies that it is technically impossible to prepare internal networks within a few months.
However, by September 2015, everyone will have to work hard. You can forget about cheap foreign hosting. “Data storage in Russia will cost 30% more than in foreign data centers,” write Vedomosti, according to the representative of the Jet Infosystems system integrator, Valentin Krokhin. Russian law imposes stricter requirements for the storage of personal data, in particular, requires the use of certified security tools, he explains. Now, the total costs of Russian companies to store data in foreign data centers amount to tens of millions of dollars, according to Krokhin. ”
According to the document, when collecting personal data, including via the Internet, “the operator is obliged to record, systematize, accumulate, store, update / update, modify / extract personal data of Russian citizens using databases located in Russia”.
A register of violators of the rights of personal data subjects will also be created. Lead him to Roskomnadzor.
According
to experts, the law will cause a lot of trouble and greatly complicate the lives of Russian citizens. In particular, it may lead to problems with issuing Schengen visas, using online stores, booking hotels, air tickets, etc.
“This is a necessary measure, it is designed to strengthen the information security of the country and its citizens. It is caused by the complication of the international situation, ”
said Roman Chuichenko, a member of the information policy committee of the United Russia party.
