The Russian programmer is looking for the FBI: living in the US, Leo was already a “bad guy,” or rather, “the leader of a world empire of spammers.” The British are unhappy with the recent wave of unsolicited emails, which, as is often the case, were used by ordinary users' computers infected with a virus.

The only thing that is still saving Kuvaeva from the FBI’s punishment is Russian justice, which is reluctant to make contact. It is quite possible to understand this justice: in the Russian legislation there is no clear regulation of spam issues - as, indeed, there is no activity on the Internet at all.
