Here is the Decree of the President of Belarus “On the Development of the Digital Economy”, which he signed on December 21, 2017.
Now in Belarus you can create crypto-exchange, trade tokens, enter into smart contracts. Mining and token trading does not apply to business activities, it is not required to declare a cryptocurrency. Residents of the High-Tech Park and individuals engaged in mining and token operations are exempted from VAT and income and income taxes until 2023. Operations do not relate to banking activities, licenses for exchange activities are not required.
