The non-profit organization
RosNIIROS , which maintains the Main Registry and DNS systems of the Ru domain,
is preparing to create traffic exchange nodes in Russian cities with a population of over 1 million people. This means that local traffic will no longer be run through points in Moscow (MSK-IX), St. Petersburg (SPB-IX) and Novosibirsk (NSK-IX). If the project is implemented, the traffic in the regions is likely to become cheaper, and the connection - faster and better.
RIPN will coordinate and finance the project. The construction itself will unfold in cooperation with the telecom operator
RTCOMM, which won in September 2006 a public tender for internetization of schools across the country. The national operator will provide RosNIIROS with recommendations on the selection of promising points, as well as on the use of network infrastructure in the field to host regional Internet Exchanges (IX).
“The project is implemented according to the principle of neutrality and equal accessibility of exchange points for all existing and potential participants,” informs RosNIIROS. In general, the creation of traffic exchange hubs is planned in 10 more million-plus cities in the country. The project, according to its initiators, will contribute to the "development and improvement of the availability of information resources for a wide range of users in the regions of the Russian Federation, including state, educational and scientific organizations."

Commenting on the cooperation with RosNIIROS, Pavel Tereshchenko, general director of RTKOMM, noted that it would serve as an effective solution to the task of delivering methodological and educational content to educational institutions connected by this operator to the Internet as part of the national Education project.
