National Health Data System established in France

In April 2017, a national health data system was launched in France, combining patient health data from various sources (“ Système national des données de santé ” - SNDS).

The system is unique in Europe. It combines the already existing databases of insurance companies, hospitals, information on deaths and information on disability. These combined data are intended to be used for medical research based on large data and for continuing diseases.

System content The system includes data on field, date of birth, place of residence, occupational diseases and chronic diseases (if any), data from insurance companies (both in the system of compulsory health insurance and voluntary), acquired by prescription drugs, test results and the dates of pregnancy, information on cases hospitalization and seeking emergency medical care, about the hospital, about the disability and the means provided in connection with it, information about the death of patients. The full name is coded in the system; it is impossible to directly obtain information from the system about the patient’s name, address and social security number. The results of research conducted on the basis of big data from the system can not be correlated with a specific person in the system. In addition, the system contains information about health care workers and medical services.

Access to the system . Access to the system has public services and institutions in the field of health. Other authorities and organizations may receive point access to anonymised data with the permission of the French Internet regulator (CNIL) in order to conduct research that is in the public interest.

Any person can declare his disagreement on the use of his data for research purposes, except in certain cases, for example, in case of epidemics or sanitary control.

System security . The safety of the system is ensured by the regulator (CNIL) in accordance with the requirements of French legislation on the protection of personal data and specific data categories, such as medical data.
