Visa has allowed banks to charge an additional fee from a client for withdrawing cash at “foreign” ATMs.

The international payment system Visa allowed banks to take a commission from a client for withdrawing cash at “foreign” ATMs. A new commission from the client will appear in addition to the existing one and amount to 0.45% + 3 rubles. Perhaps the commission will be reduced to 0.25%.
Prior to this, only banks issuing them could take a commission from a client for withdrawing cash from a card. After that, they independently settled with the bank, at whose ATM their client had withdrawn money.

What now to do unhappy cardholders TinkoffBank and the like, who do not have their own ATMs? Apparently to withdraw cash without interest now does not work, which causes many problems.

Many banks have recently reduced their ATM networks, since this was an unprofitable business, however, in connection with the decision of Visa, the content of their own ATM networks became again relevant. Including Oleg Tinkov said that they are going to install a network of their ATMs in major cities. The truth is not clear what to do to people in smaller cities - to pay a commission or change a bank?

I myself use this bank and worry about what this situation will turn into and how now to withdraw cash.
