PayPal will not come to Ukraine in the next 12 months - NBU

Responding to the article “ Economic Truth ” with the headline “Why the National Bank does not allow PayPal to Ukraine”, the Ukrainian mobile banking expert Sergey Skabelkin wrote on his Facebook page :

“In order for PayPal to include the function of accepting payments to the account for Ukrainians, companies do not need to register in Ukraine. All cross-border payments are handled by its legal entity located in Singapore.

In the case of Ukrainians withdrawing money from a PayPal account, it simply instructs your bank in Singapore to write off the required amount to the correspondent account of the Ukrainian bank. Further, the Ukrainian bank will credit the amount to the client’s account. ”

In the next 12 months, the international Internet payment system PayPal will not come to Ukraine.

This was stated by Director of the Payment Systems and Innovative Development Department of the National Bank of Ukraine Sergey Shatsky in his speech at the Fourth International ITS Forum “Information Systems. Innovation, technology, safety. ”

“Unfortunately, there is no interest from Ukraine on the part of PayPal ,” Shatsky said. - I asked the representatives of the World Bank to find out when PayPal would go to Ukraine. Representatives of the World Bank met with a representative of PayPal and learned that PayPal does not plan to enter the Ukrainian market in the next 12 months. ”

According to Shatsky , a PayPal spokesman stressed that PayPal is a commercial organization. She has her own strategic business plan for 24 months to enter the markets of different countries of the world.

“Back in March 2016, when we together with Vlad Rashkovan went to Warsaw to meet with representatives of PayPal, they said that“ we have limited human and time resources, there are countries that we can go to and cannot. That is why we have a strategic plan, ”says Shatsky .

He also notes that representatives from Armenia, Kazakhstan and Azerbaijan were also present in Warsaw. All of them in one voice asked the representatives of PayPal , what should they do so that the company entered the markets of their countries? They all received the same answer: PayPal is entering those markets that they are interested in in terms of profitability.

“ PayPal representatives commended Ukraine’s efforts to implement European directives in the country, which, among other things, regulate the operation of Internet payment systems. The European standard for them is the most understandable. Therefore, from the point of view of regulation, we are moving in the right direction, ”the NBU representative states.

At the same time, it does not connect PayPal’s reluctance to enter Ukraine with the imperfection of the Ukrainian legislation regulating payment systems.

The banker offers Internet users, banks and potential partners to more actively contact PayPal in order to accelerate the company's entry into the Ukrainian market.
