The European Union is discussing plans for the Blue Card (equivalent to the Green Card)

Strasbourg: The European Commission will present today the official plan for the Blue Map.
The purpose of this plan is to provide the European Union with a sufficient number of foreign specialists. We are talking about tens of thousands of engineers, including from IT and other industries. In some cases, there is an accelerated receipt of work permits.
Following the example of the United States, permission will be issued first for two years, then it will be renewed every two years. The condition for obtaining a permit is that the salary of a foreign specialist in the EU must be at least three times as large as the average salary at home ( PP: by profile? ).
Germany rejects EU plans, because wants to provide open vacancies first to their own specialists.
