In late September, the Ministry of Industry and Trade published two lists of organizations that will receive government support in the development of electrical equipment. The relevant protocols
were posted on the official website of the Office.
Conventionally, the lists can be divided into manufacturers of "thin" electronics and hardware computing systems and manufacturers, whose products will ensure the development of infrastructure and the creation of telecommunications equipment.
')
The amount of subsidies for 2016 for 46 approved out of 54 applications submitted
under the first protocol of September 26 (telecommunications) and 27 approved out of 29 applications submitted
under the second protocol of September 27 (computer equipment) will be 30 billion rubles.
By the end of 2025, the government plans to spend on the development of the industry 173.9 billion rubles.
Of this amount, 42.8 billion rubles are planned to be spent on the development of the telecommunications industry, and the remaining 131.1 billion - on the development of the production of computer technology,
according to Vedomosti .
Here are some items on the list of the “telecommunications” protocol that will receive grants for 2016:
Organization | name of the project | The amount of subsidies in the growth. rubles |
OJSC Infotex | Development and production of a complex of means of protection
information for industrial
networks and industrial internet | 92 698 114 |
LLC "T8 NTC" | Development of a complex of equipment DWDM for
import substitution of main fiber optic systems
data transmission with spectral seal
channels for use in optical
new generation transport networks | 150,000,000 |
LLC "T8 NTC" | Optical components of AWG, VMux, EDFA blocks
and other products for high-speed communication systems | 200,000,000 |
LLC "T8 SENSOR" | Development of import-substituting system
telecommunication security and monitoring
infrastructure based
telecommunication optical fiber | 120,000,000 |
LLC "T8" | Industrial technology development
and a set of devices for import substitution
optoelectronic high-speed devices | 200,000,000 |
The largest number of expensive applications was placed by LLC T8 NTC and LLC T8. In turn, the “defense industry” appetites in the face of Voentelecom JSC are much more modest: the most expensive application from this manufacturer and service operator, oriented towards the army, amounted to “only” a little more than 12 million rubles.
The full list
can be found in the official protocol of the Ministry of Industry and Trade dated September 26.
But the most expensive in terms of subsidies projects to develop computers:
Organization | name of the project | The amount of subsidies in the growth. rubles |
Craftway Corporation PLC | Development and organization of mass production
microcontroller chip solid-state media
information and line of trusted TNI | 135,000,000 |
Craftway Corporation PLC | Development and organization of mass production
trusted storage systems | 146 000 000 |
AO "MCST" | Development and organization of mass production
microprocessor architecture Elbrus
with topological norms of 16 nm,
designed for personal computers
and single-processor workstations | 394 891 241 |
AO "MCST" | Development and organization of mass production
economical microprocessor with architecture
Elbrus with topological norms of 16 nm,
designed for embedded
and mobile systems | 395 004 395 |
JSC "BAIKAL ELECTRONICS" | Development and implementation of domestic
energy efficient microprocessor
for personal computing | 399 988 426 |
The most costly expected are applications from developers and manufacturers of microprocessors. Other projects are somewhat more modest, but still the cost of some reaches 90-120 million rubles.
The full list
can be found in the official protocol of the Ministry of Industry and Trade dated September 26.
Recall that the above subsidies are allocated
only for 2016 .
Due to such strong material support, the Ministry of Industry and Trade plans to reduce the share of imports in the telecommunications industry to 88% by 2020, and to 70% by 2025.
Much worse is the situation in the production of computing equipment. Now the share of imports is close to 100%. According to the plan of the Ministry of Industry and Trade, general subsidies in the amount of 131.1 billion rubles over the next 10 years will allow by 2020 to reduce the share of imports to 97.6%, and by 2025 to 93.3%. At the same time, there is not a single manufacturer of RAM or any other type of memory in the approved application for this year.
Producers believe that the government has taken a unique step to support the production of commercial products instead of the traditional support of scientific research and development for the defense sector. Also, Russian developments in the future are viewed as products that can meet the demand of providers and telecom operators for equipment to comply with the norms of the
anti-terrorism package of the Yarovaya Ozerova laws .
