I did not hear anyone suggest a complete blocking of flash for use. Google’s solution is a simple click-to-run model at the domain level. If you once allowed to run Flash content on a specific site, then this entire site (including its iframes) will be launch Flash content without any additional actions by the user and on subsequent visits. Google will also continue to deliver Flash Player in its installations and updates.
