The FCS of the Russian Federation asks the Ministry of Finance to reduce the duty-free limit for importing goods from online stores

The Federal Customs Service (FCS) of Russia has proposed to reduce the rate of duty-free importation of goods from abroad for online stores. The FCS has submitted such a proposal to the Ministry of Finance.

The colleagues of Russia in the Eurasian Economic Union (EAEU) have established standards similar to those in Europe: Internet packages with a value of no more than € 22 can be imported free of duty. The EEU includes Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.

The head of the FCS, Andrei Belyaninov, believes that administration may allow to bring order in the conditions of an avalanche-like expansion of online commerce. Currently, it remains without proper state supervision in terms of both customs duties and tax payments, told Belianov RBC.

Currently, in Russia, parcels are not subject to duties of a total value of up to € 1,000 and weighing up to 21 kg per calendar month. If the limit is exceeded, the duty is 30%, but not less than € 4 per 1 kg, the Vedomosti newspaper reports.

In 2015, the Federal Customs Service of Russia and the Eurasian Economic Commission (EECC) considered several options to reduce the duty-free cost threshold, in particular up to € 150 and weighing up to 10 kg, and a fixed fee of € 25 for cheaper packages. Also considered were options for collecting € 10–15 per package costing from € 22 to € 150 and a fixed payment depending on the purchase price, reminds RBC.

"Megamind" wrote that in November 2015, Russia discussed the unification of its proposals with the countries of the EAEU. “If we hit the wall, if we don’t find some kind of compromise, perhaps Russia will decide [the issue of introducing the collection and new rates] at the national level,” said Tatyana Golendeeva, deputy head of the Federal Customs Service.

Due to the fact that the dollar and the euro have grown significantly, the Russian government and the relevant authorities are increasingly thinking about tightening the rules for importing goods purchased in foreign online stores for personal use.

In Belarus, for example, the rates of duty-free importation of goods by individuals in postal items are already set below the general limits for the EAEU. However, according to her, making a decision "for five" is preferable. Then there will be no “overflowing” of Internet orders to nearby states with a higher threshold for duty-free delivery.

As reported by RIA Novosti, by the end of 2015, the Federal Customs Service of Russia was to create a special unit to combat crimes in the field of Internet commerce.

According to the deputy head of the FCS, Ruslan Davydov, the unit should be formed on the basis of the headquarters of the FCS in the fight against smuggling. Davydov noted that it is intended to counteract, including the online trade in drugs and weapons, what is called the “dark Internet”.
