In mid-March 2016, the Ministry of Communications and Mass Communications proposed the creation of an IT Development Fund. At first, it asked for 10 billion rubles to be allocated to support the IT industry. But the government agreed only on 5 billion rubles. At the same time, the funds allocated from the budget in 2016-2017 will need to attract co-financing in the amount of 6 billion rubles, the government's anti-crisis plan says.
It is not yet known how the fund will be replenished in the future. This time, the fund will be filled with money from the auctions held in February for LTE radio frequencies. Funding for 2016 has already been worked out with the Ministry of Finance, and the government is now approving a draft resolution on the creation of a fund. According to the head of the Ministry of Communications and Mass Media, Nikolay Nikiforov, companies will be able to count on state support starting from May-June 2016.

The task of the IT Development Fund is to support the development and promotion of Russian software abroad. The fund should allocate loans to Russian companies for software development for its further promotion in foreign markets. The loan amount for a period of up to five years will vary from 30 million to 300 million rubles. The annual rate will be 5%.
However, co-financing will receive only projects with a total budget of at least 60 million rubles. At the same time, the amount of co-financing should be at least 50% of the project cost.
Judging about the demand for money offered by the Ministry will be possible only after the rules of the fund’s work become clear, says Dmitry Komissarov, general director of the company New Cloud Technologies . This is a formal order of selection of projects, the allocation of money and the fact that the fund takes in return - such rules are in any venture capital fund. The commissioners are confident that without government stimulation of demand for domestic IT development it is useless to inject money into the industry.
In addition to stimulating demand, a key condition for the development of Russian IT development is to maintain a preferential tax regime, and primarily to extend lower insurance premiums for IT companies, executive director of

A representative of the Ministry of Economic Development and Trade reported that the documents related to the financing of the fund have not yet been received by the Ministry.
