began in January 2016. According to taxi services, aggregators like Uber and Gett are governed by internal rules that do not always comply with the laws of the country. Uber, for its part, claims that its system is a mobile application for communication between users and drivers. At the same time, drivers are independent partners, both individual entrepreneurs and legal entities operating in accordance with Russian legislation. GetTaxi Rus LLC replies that it is a Russian legal entity that conducts business in compliance with all laws and works only with licensed carriers.

Back in July 2015, the Federal Antimonopoly Service
announced that it had not revealed any irregularities in the work of Yandex.Taxi, Uber and Gett. The audit was carried out after the
appeal of the Federation of car owners of Russia (PAR) . The complaint was then
sent to the prosecutor's office with a request to check whether the drivers paid extra services.
No problems FAS and prosecutors found. But official taxis continue to resent, including because of prices, which, in their opinion, are dumping. The PAR has considered the FAS’s argument “to ignore the norms of current legislation,” and decided to complain to Dmitry Medvedev,

In a letter to the head of the government, PAR, states that such services in accordance with Article 259-FZ “The Charter of Automobile Transport and Urban Ground Electric Transport” are subjects of a taxi charter contract, and therefore should be held accountable along with taxi companies, including on compliance with antitrust laws fare rates. In the letter, the Federation provided an assessment of the Moscow Chamber of Commerce and Industry, according to which Yandex.Taxi, Gett and Uber occupy almost 90% of the market.
