One of the new proposals to support the Russian IT industry was the creation of the Center for Import Substitution Competence. The government has calculated that in the first year of operation the Competence Center will require state support in the amount of 30 million rubles. Then he will be able to achieve self-sufficiency - assured government experts.
The center of competence in import substitution in IT is designed to promote domestic software among government customers. Specialists of the center will identify the facts of unreasonable purchases of foreign software, as well as follow the register of domestic software created in January 2016. The Competence Center will be created jointly with the Institute for Internet Development, the Association of Software Developers and the Expert Center of the electronic state.
Vladimir Putin commissioned the government to develop a project to create a center.
As a result, a non-profit organization should be formed, whose employees are not affiliated with software and hardware suppliers.

appeared on the federal portal of draft legal acts. The Ministry of Communications and Mass Media has prepared a draft government decree on the creation of the Russian Information Technology Development Fund (RFRIT). His task is to support the development and promotion of Russian software abroad. In addition, RFRIT will be involved in the creation of the Center for Import Substitution Competence in IT (it was mentioned above).
To fulfill these tasks, the Ministry of Communications and Mass Media proposes to transfer the entire government subsidy in the amount of 5 billion rubles to the Fund, which is provided for in the anti-crisis plan.
As conceived by the authors of the project, RFRIT should provide loans to Russian companies for software development for its further promotion in foreign markets. The loan amount for a period of up to five years will vary from 30 million to 300 million rubles. The annual rate will be 5%.
However, co-financing will receive only projects with a total budget of at least 60 million rubles. At the same time, the amount of co-financing should be at least 50% of the project cost.
To support the export of domestic software, the Ministry of Communications and Mass Media proposes to allocate up to 250 million rubles.
