The government has halved the budget for import substitution software: the Ministry of Communications will have to look for money elsewhere

March 1, 2016, Prime Minister Dmitry Medvedev signed the Government's Anti-Crisis Plan . The Ministry of Communications and Mass Media (along with the Ministry of Finance) was appointed responsible for the software import substitution program.

In 2016, the industry will receive up to 5 billion rubles for the program (in the document it is called “Development and Promotion of Domestic Software”). The source of these funds will be deductions for the use of radio frequencies and the sale of radio frequencies at auctions. No money has been allocated for these activities from the federal budget.

The anti-crisis document states that the program should result in the selection and implementation of at least eight projects for the development of Russian software, its localization and promotion in the markets of foreign countries with co-financing of at least 6 billion rubles in 2016-2017.

Initially, at the suggestion of the ministry, the draft anti-crisis plan proposed to send 10 billion rubles (now allocate only 5 billion) to support programmers, the proceeds from auctions for frequencies. If the development of Russian software products will receive reliable support from the budget, for government customers they will be cheaper than their foreign counterparts, explained the representative of the Ministry of Communications and Mass Media.

If, according to the February data, the financing of all the anti-crisis plan activities should have amounted to 828 billion rubles, then in the final document they amounted to only 470 billion, explains the source of CNews.

According to the plan, in 2017, the revenue from the export of Russian software should grow by $ 30 million, and in 2018 - by $ 40 million. In addition, budget purchases of software by state agencies should save 2 billion rubles in 2017 and 3 billion rubles in 2018.

The most competitive in the foreign market, Russian IT-companies work in the sectors of information security, biometrics (voice and image processing), big data, digital modeling. Therefore, it is more logical to look for projects for export among them, said Igor Vedomosti, vice president of the Skolkovo IT cluster and former director general of SAP CIS Igor Bogachev.

He estimates that about $ 1 million is required to bring a mature product to the foreign market a year. Some of this money will go to localizing the product (for example, translating the interface) and finalizing it under the certification requirements of other countries, and part of it needs to be invested in local representation, employee salaries and marketing, Bogachev explains.

In July 2015, “Megamind” wrote that the Accounts Chamber of the Russian Federation recognized the work of the Ministry of Communications on the creation of an software import substitution program unsatisfactory.

Then, the department requested 18 billion rubles for the implementation of the import substitution program. The Ministry of Communications and Mass Media planned to receive this amount in 3-5 years. The implementation was scheduled for a period of 10 years. At the same time, the Ministry of Finance suggested not to rely on the grant, but to use the funds of the existing state program “Information Society” . In the period from 2016 to 2018, 364.49 billion rubles were allocated to it.
