VAT law for Internet companies approved in first reading

RBC announces today the State Duma’s first reading of a bill introducing VAT for 12 categories of electronic services: “selling digital content, software in digital form, hosting, domain registration, voice services via the Internet, storing and processing information, broadcasting and radio channels, remote system administration and remote software support services, search systems, advertising and other services for establishing contacts and (or) making deals between sellers and buyers. ”



Deputy Finance Minister Ilya Trunin told the publication that the bill would be finalized by the second reading. Provision of a zero rate for exporting services and software will be subject to further discussion. In addition, the government proposes not to take additional benefits on income tax for the development of software for domestic manufacturers, he added.



In addition to the notorious Google (with the lion’s share of income from advertisers), now Apple’s application stores, Google Play, Parallels software sales and Kaspersky Labs are exempt from paying VAT in Russia. However, in current formulations, if successfully passed unchanged through all readings and presidential approvals, more companies will fall under the obligation to pay VAT on the check, including subsidiaries Yandex, Mail.ru Group, Rambler and all smaller players.
