The director of the Russian Federal Nuclear Center, located in the city of Sarov in the Nizhny Novgorod Region, promised Prime Minister Dmitry Medvedev to develop a replacement for SAP and Microsoft software.

The nuclear center plans to create an IT system for managing the life cycle of an industrial product. It will include a product design module that can compete with Siemens and PTC solutions, a process control module that is close in functionality to SAP engineering, and an operating system.
According to the deputy director of the nuclear center, Oleg Krivosheev, the platform will “by 60–70%” satisfy the needs of various industries. Rostec and Roscosmos will be responsible for adaptation for specific customers,

The project will take 4 years and will begin to bring revenue from 2019. The development will require 5.4 billion rubles, of which 456 million will be provided by partners in the nuclear center, and the bulk of the amount must come from the federal budget. Applications for funding have been sent to the Ministry of Finance and the Ministry of Industry and Trade.
Dmitry Komissarov, General Director of New Cloud Technologies, states that for the development of an operating system, 2-3 years of programmers are needed, the year of work costs 1.5-2 million rubles, which will cost 1, -1.5 billion rubles. The development of an enterprise management system will also cost 1.5-2 billion rubles. The system of 3D-design will have to spend 1-1.5 billion rubles a year, 500-800 developers should work on it.
