New proposals of the Government of the Russian Federation to support domestic IT and telecommunication companies

The draft government action plan to stabilize the socio-economic development of the country for 2016 includes support for the information and telecommunication technology industry. In accordance with the plan, Russian companies will receive 10 billion rubles.

One way to help companies is to support them with money from the sale of cellular frequencies. The government is counting on funds received at the respective auctions, Interfax reports.

In addition, the government instructed the Ministry of Economic Development and the Ministry of Finance to prepare a bill on tax benefits and the right to budget financing for IT companies by April 2016, RBC reports . Officials are proposing to allow third-party organizations to claim part of the benefits that are currently available only to Skolkovo residents.

To such third-party organizations, the government considers, for example, residents of innovative territorial clusters, which must meet the criteria for Skolkovo companies. Currently, the government has approved state support for 25 territorial associations throughout Russia.

Tax exemptions are exempted from paying taxes on profits, on the property of organizations and value added (except for VAT paid when importing goods to Russia), and also transfer to 14% the rate of payment of insurance premiums.

Residents of innovative territorial clusters, as well as companies from Skolkovo, can also apply for a grant from the budget.

The Skolkovo Foundation documents the requirements for residents:
A resident should work at least in one of its innovative priorities, Skolkovo, the product being created and (or) the technology should have “competitive advantages over world analogues” and the potential for commercialization, the project should be “theoretically realizable” and not contradict the basic scientific principles and the project team must possess the necessary scientific knowledge or “industrial experience and entrepreneurial potential”.

Probably, "third-party" companies should meet these requirements, at least partially, in order to get support.

In 2014, the Ministry of Communications and Mass Media of the Russian Federation proposed to form a special fund where sellers will transfer up to 10% of the revenue from the sale of software licenses to both Russian and foreign developers, reminds Firrma.

It was assumed that the funds from the fund will be used to support domestic software developers. However, the initiative was not approved by the government.
