GosAgile - will there be a GOST on Agile?

The use of flexible development methodologies in IT projects of state organizations is a hot topic and has matured long ago. In November, we held an event on this topic together with the Analytical Center under the Government of the Russian Federation. There were both “customer representatives” from the Government Office, the Ministry of Communications and other government agencies, and “contractor representatives”, that is, developers.



Agile is already being used in state projects, but it takes a lot of effort to “push through” it. Software development under government contracts is governed by 2 GOSTs of 1980: GOST-34 defines standards for the development of an automated system, GOST-19 defines requirements for the content and design of software documentation.



Of course, these GOSTs do not directly indicate a “waterfall”, as the only possible design model, but regulatory bodies usually interpret the standards in this way. In their presentations, participants shared how to solve these problems. Someone is trying to convince officials that iterativeness is not prohibited and is beneficial for everyone - it will be easier to accept work in parts. Someone has been developing for Agile for a long time, observing all these GOSTs only on paper.

You can work with current regulatory documents on Agile, but you need new standards that will take into account modern ways of conducting development.



The Gaidar Forum, which was memorable to everyone, poured oil on the fire, where German Gref, President, Chairman of the Board of Sberbank of Russia, literally shook the public with the statement that all bank processes will gradually shift to Agile.



We see the interest and desire on the part of the state to help “legitimize” flexible methodologies, including drawing on the experience of other countries that already apply such regulation.



We will continue to develop the topic of Agile in state organizations at the upcoming conference AgileDays'16, which will be held on March 14-15, where a whole separate section will be devoted to this. There will be discussed the specifics of contract design, there will be speeches by representatives of the Ministry of Communications and Rostechnadzor about using Agile in their work. Let's talk about how to debug Scrum in working with government customers and on examples of using Agile in working with Sberbank, Central Bank, Gazprombank and others.
