The Ministry of Economic Development again thought about the responsibility of online aggregators for poor-quality goods. Both Russian companies - Yandex.Market , Price.ru , and foreign companies operating on the Russian market - eBay , AliExpress fall into the category of online aggregators.

The Office held a relevant meeting with the participation of representatives of government and business. However, they still cannot come to a common denominator.

The first amendments to the law "On Protection of Consumer Rights" prepared by Rospotrebnadzor last summer. Initially, the aggregators were asked to apply the same standards as for regular stores: the aggregator should provide buyers with only accurate information and pay the full amount of damage if the information is incorrect. However, aggregators criticized the project.

The obligation to provide the consumer with a document of authority to act in the interests of the seller, according to Yandex and other aggregators, “opens the door to abuse and unfair competition by seeking such documents from aggregators in order to gain access to their trade secrets.”

The Internet ombudsman Dmitry Marinichev, together with the Russian Association of Electronic Communications ( RAEC ), prepared in the autumn the second version of the project. In it, the amount of damage paid by the aggregator for low-quality goods, it was proposed to limit the commission of this aggregator.

At the meeting on Thursday this particular draft was to be discussed, but as a result, the third variant of the amendments came to him, which was closer in content to the first variant. “A certain new iteration has now arisen, which bears all the problems of the first, absolutely unsatisfying version,” complains Marinichev.

As a result, the discussion participants did not agree on which version of the amendments to use. While everyone can send a proposal for the project until next Monday, February 8.

Discussion on this issue has been going on for two years now.

For business it does not matter what version of the bill will be adopted, according to ACIT . "For us, the main thing is that the status of aggregators should be fixed in the law," says the president of the association, Alexei Fedorov.

According to statistics from a number of consumer protection organizations, in the first half of 2015, 6,308 complaints about violations of the law at stationary retail outlets and 170 complaints about trading via the Internet were received in Moscow, Kommersant reports .
