IRI, together with government departments, will figure out how to ensure equal conditions for Internet companies in the Russian Federation

The TASS agency announces Vladimir Putin’s instructions to the Internet Development Institute (IRI) and government departments to develop proposals on legislative changes to ensure equal conditions for the activities of Internet companies by September 1.

The instruction was made following the meeting of the President of the Russian Federation with the participants of the Internet Economy Forum, published on the Kremlin website:
“The FAS, the Ministry of Economic Development, the Ministry of Finance, the Federal Tax Service, the Ministry of Industry and Trade and the Ministry of Communications together with the interested federal executive bodies and the Institute for Internet Development” submit proposals for amendments to legislation aimed at ensuring equal conditions for companies in the Russian Federation using the Internet. Deadline - September 1, 2016 "
At the end of last year, State Duma deputies Andrei Lugovoy (LDPR) and Vladimir Parakhin (“Fair Russia”) introduced a bill on taxation of foreign companies on VAT for the provision of electronic services on the Internet. Vedomosti write :
“In order to realize this idea, Lugovoy and Parakhin proposed to abolish the preference for software developers, exempting them from VAT in the exercise of exclusive rights to programs and databases. This will affect the interests of Russian companies. But the deputies in compensation for Russian developers propose to provide for the right to deduct the amount of value added tax in the provision of electronic services, the place of realization of which is not recognized by Russia. Another Putin’s order is to extend the reduced insurance premiums for domestic IT companies. ”
Among other presidential assignments, the import substitution of foreign software with domestic software is somewhat related. In particular, the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Communications and FSTEC proposed to create, on the basis of Iran, the Association of Software Developers and the E-State Expert Center, a center for import substitution in the field of information and communication technologies. Another assignment is to ensure the priority of Russian software and hardware during procurement.
