In a message to the Federal Assembly on December 3, Putin ordered to support "Russian private companies in the field of electronic commerce so that Russian goods are delivered via the Internet to all countries of the world." The deadline for fulfillment of the presidential instructions on electronic commerce is until July 1, 2016.

According to Baisarov, Internet sites will have to “cover all key world markets” and trade not only with the CIS countries, but also outside the commonwealth, for example, with China, Iran, Saudi Arabia, and the United Arab Emirates.

In December 2015, the founder of the largest Chinese online retailer Alibaba, Jack Ma, supported Vladimir Putin’s initiative to create an Internet site for the export of Russian industrial goods.

Ma hopes that Alibaba will be able to help develop Russian e-commerce infrastructure, as well as take part in creating an e-commerce platform in Russia.
