In the Federal budget for 2015, there were changes that concern the recently “popular” departments - the Ministry of Communications and Roskomnadzor . It turned out that their budgets were reduced by billions of rubles.

The budgets of specialized agencies were revised twice - in April and November 2015. Changes were made several times a year at the suggestion of the Government. Both times the proposals of the government were approved by the Federal Assembly and the President.

The budget of the Ministry of Communications and Mass Media was cut by a total of 2.7 billion rubles. The budget of the Information State subprogramme of the Information Society program was cut by 730 million rubles, and the cost of converting the radio-frequency spectrum to 100 million rubles. The department’s expenses for the 2018 FIFA World Cup were the most affected. To create the ITK infrastructure for the championship instead of the previously planned 2.15 billion rubles, the ministry will receive only 370 million rubles.

The expenses of Roskomnadzor were reduced overall by almost 1.47 billion rubles. Most of the cuts touched the Security in the Information Society subprogramme: subsidies to radio frequency centers in federal districts were reduced by 730 million, subsidies for the creation of social and industrial facilities (including housing, infrastructure, and so on) and by 120 for 430 million million rubles - the cost of ensuring the functions of state bodies.

In general, the expenses of the Ministry of Communications and Mass Media have decreased by 2.7 billion over the year - from 9.97 billion to 7.27 billion rubles. Roskomnadzor expenses were cut by 1.47 billion - from 11.12 billion to 9.65 billion rubles.

In contrast to the two departments, the budget of Rossvyaz grew by 2.36 billion - from 15.03 billion to 17.39 billion rubles. There are expenses related to payments to operators providing universal telecommunications services, including Rostelecom , the newspaper CNews reports.
