The head of the Federal Antimonopoly Service ( FAS ), Igor Artemyev, believes that it would be appropriate to introduce import substitution programs for individual IT products. The first proposal in this vein was the replacement of the development of Google Corporation for domestic counterparts.



“Today in these conditions of sanctions for us import substitution is the most important value. Let's introduce the import substitution program for the products that this wonderful Google company supplies. Let's do it. This is absolutely in the prerogative of the government, ”said the head of the FAS.

Earlier, at the Internet Economy Forum, Russian President Vladimir Putin approved the expansion of the law on import substitution within the framework of companies with state participation involved in the production of IT products.



In October, the Institute for Internet Development, which is an intermediary between the Russian authorities and the Internet business, presented a plan for the development of the Internet industry, which was presented at a meeting with the participation of the first deputy head of the presidential administration, Vyacheslav Volodin, and the head of the Ministry of Communications, Nikolai Nikiforov. One of the key points of the document was the idea of ​​import substitution - industry representatives asked to provide local businesses with advantages in the field of search engines, antivirus programs and Internet retail, RBC reminds .



On September 14, the Federal Anti-Monopoly Service declared Google a violator of anti-monopoly law.



FAS recognized that Google is forcing mobile device manufacturers to pre-install applications from the GMS package by placing the icons of these applications on the first screen of a mobile device. The company also requires you to select Google as the default search as a condition for installing the Google Play store. This store, in turn, is necessary for the operation of the Android operating system, also owned by Google.



According to the legislation of the Russian Federation, the violator of the law “On protection of competition” is threatened with a so-called negotiable fine.



FAS Russia demanded from Google to eliminate the violation of the law "On Protection of Competition" until November 18. On November 9, Megamind wrote that FAS went to meet Google and extended the period by a month during which the company must eliminate the violation of the law.



However, the company filed a complaint with the FAS decision, which the Moscow Arbitration Court will consider only on January 25.
