Until December 2015, the Kommersant publishing house, through Kommersant Holding, was owned by the Cyprus company Kommersant Holding Ltd. Due to the law “On Mass Media”, which from January 1, 2016 prohibits foreign owners from owning more than 20% in Russian honey companies, Alisher Usmanov became the 100% owner of Kommersant Holding.

By the end of the 1980s, Vladimir Yakovlev, a correspondent for the magazine Ogonek, created the information cooperative Fact, which began producing the first private business publication in the USSR, the newspaper Kommersant. In 1999, Boris Berezovsky and Badri Patarkatsishvili bought out 100% of the shares. In 2006, Berezovsky sold his share of Patarkatsishvili, and in the same year the publishing house was sold to Alisher Usmanov. In 2007, ZAO Kommersant Publishing House transferred to the balance of Kommersant Holding LLC.
In December 2015, Alisher Usmanov received a 100% stake in Kommersant Holding LLC, which until that moment belonged to the Cyprus company Kommersant Holding Ltd. So the businessman transferred the media under Russian jurisdiction, which is necessary according to the current legislation. Usmanov had to perform a number of corporate procedures, and the Vedomosti publishing house
had to change the owner to solve the problem with the legislation.
