The Federal Air Transport Agency explains its decision as follows: pilots who can offer a flight to pay for a portion of the fuel should be distinguished only to a small group of people (for example, friends, acquaintances or relatives), with pilots offering their services to a wide audience. Indeed, in such a case, passengers who are not suspecting a dirty trick "can conclude a deal of this kind with those pilots who do not have the experience and license of commercial pilots."
