A little earlier, the same Nikiforov denied rumors that appeared on the Internet that the authorities were allegedly preparing to impose restrictions on the work of instant messengers in Russia. He argues that there is no talk of blocking as such, but still "... with the increasing penetration of the Internet and similar means of communication, there is a need for basic government regulation." This need is due to security concerns, but how exactly this should happen from the point of view of a specific legislative act is not yet known.
