Social service in a coffee can

I recently moved to a new apartment. On my staircase, between the floors where the window was, there were a lot of cigarette butts on the floor. People from neighboring apartments and offices go here to smoke and throw bull-calves just under their feet.

Yesterday I put an empty coffee can in the window-sill. Today, the bank turned out a few cigarette butts and a cellophane wrapper from the pack.

Is it possible to call what turned out to be a social service ? How would you monetize it now?
