After the end of the conference, its participants adopted a resolution that recommended an assessment of the legal, organizational and financial possibilities for
introducing universal fingerprint registration in the Russian Federation in the foreseeable future .
As a first step, it is recommended to conduct mandatory fingerprinting of citizens who receive a driver's license, passport, weapon permit, as well as those registered in psycho-neurological or narcological dispensaries.

About 20% of all citizens have passports in the Russian Federation, not less than 60% have a driver's license. Those. according to the most conservative estimates, every second of Russians, or about 70 million Russians, will be obliged to hand over their fingerprints when accepting this proposal.
At the moment, in the Russian Federation, mandatory fingerprinting is carried out by persons who have committed a crime or are under investigation, as well as employees of the Ministry of Internal Affairs, Ministry of Emergency Situations and other authorities, members of aircraft crews, employees of private security firms.
