"Rostec" and "Rostelecom" will invest 200 million rubles in a joint IT-division

Rostec and Rostelecom are planning to sign an agreement on long-term cooperation today within the framework of the strategy of “technological breakthrough in the field of information and communication technologies”. The partnership will allow to combine the expertise of developers and production facilities of Rostec corporation with the experience of Rostelecom specialists in the implementation and operation of IT systems and infrastructure.

At the first stage of cooperation, the parties will create a joint venture on the basis of LLC National Center for Informatization (NCI). They will be engaged in the development of software for state authorities and state-owned enterprises. One of the main activities of the LLC will be the creation of a "software platform - a universal development environment in the field of automation of state-owned companies and institutions," said the general director of the Scientific-Research Center and the vice-president of Rostelecom Alexey Sividov. Partners will also finance the joint project jointly. They will allocate up to 200 million rubles for two years of work.

Rostek owns 100% of the NCI. In August, the Federal Antimonopoly Service approved the petition of Rostelecom to purchase a 50% stake in the NCI. Now Rostelecom claims 75%.

“The partnership will eliminate the administrative competition between Rostec and Rostelecom,” said Postgres Professional’s investor, Anton Sushkevich. According to him, NCI is a non-core asset of Rostec; therefore, the purchase of 75% by Rostelecom is logical, as is the further merger of NCI with RT-Labs .

In October 2014, Rostec and Rostelecom had already planned to merge IT assets. It was about the merger of RT-Electronic Services and the Rostelecom subsidiary RT-Labs, which is engaged in the development of e-government.

Georgy Gens, President of the IT holding Lanit, does not approve the creation of "state structures operating on non-market conditions." This, in his opinion, may slow down the development of the IT industry, Kommersant writes .

“The developers in the Russian Federation are very fragmented, so it’s difficult for them to implement large-scale projects. Strategic cooperation will accelerate the process of creating innovative products that can compete on an equal footing with their foreign counterparts, ”said Sergey Kalugin, President of Rostelecom.

“Import substitution in the field of IT is a matter of national security. Russia has a huge intellectual and production potential, and it just needs to be used. We do not seek to limit competition in the government customer market. Rather, on the contrary, our companies are interested in civilized cooperation to solve complex strategic tasks, which is impossible without involving various professional market players in cooperation, ”said Sergey Chemezov, General Director of Rostec State Corporation.
