Aktion and the International Center for Financial and Economic Development (
MCFER ) announced a merger. The new publishing house will be the largest in the publishing market in Russia.
The launch of the Glavbuch magazine brought wide popularity to Aktion. According to TNS Russia in March-July 2015, the average audience of one of its numbers throughout Russia exceeds one million people over the age of 12 years.

According to the new amendments to the
Law “On Mass Media”, since January 2016, foreigners are prohibited from directly or indirectly owning more than 20% of any Russian media. Therefore, now foreign investors can either leave the Russian market or reorganize the business so that it meets the new requirements.
Wolters Kluwer decided to leave the Russian market. The company has agreed to sell its 55% to minority shareholders. According to the results of this transaction, Wolters Kluwer will record € 18 million of one-time loss caused primarily by exchange differences, the company warned investors.
The 55% sale of MCFER was closed this Wednesday, September 16. Now 100% of MCFER CJSC belongs to Maxim Mezhansky, General Director of the combined company, and his deputy, Director of the MCFER Publishing House, Valentin Girihidi. But now "Aktion" is negotiating with the owners of MCFER about buying them 100% in exchange for a package in the head structure of "Aktion", says its general director Alexey Starikov.
The sole owner of Aktion is now the chairman of the board of directors of the company, Igor Cheremisin. He told RBC that the current owners of MCFER share in the combined company will be less than the control. And "Aktion", and MCFR profitable, assure Starikov and Mezhansky.
