VedomostiThe representative of "Roskomnadzor" Vadim Ampelonsky said that the department is not able to verify the implementation of the law on personal data by foreign companies. “Facebook has no office in Russia, and Google’s office performs solely marketing functions. That is, we cannot physically carry out routine verification activities for companies that are not legally present in Russia - for example, the seizure of documents, ”commented on the situation Ampelonsky. At the same time, he does not believe that Google and Facebook should be freed from the need to fulfill the requirements of the law, Vedomosti
writes . “Most likely we will receive complaints on this account from meticulous users and ask the corresponding questions to the companies,” emphasizes the representative of the agency. At the same time, Roskomnadzor is not going to check large social networks and some other resources until the end of the year.
Recall that if a Russian court recognizes any company as a violator of the relevant law, then it can get on the register. But whether Roskomnadzor will appeal to the court is to be decided by representatives of the department. Some experts believe that this issue is on a political plane, and not a legal one. If Roskomnadzor needs to receive a decision that a service has violated the law, the court is likely to take such a decision.
Earlier it was reported that the law on personal data does not apply to some segments of online business. For example, for the time being, companies that sell air tickets have been exempted from the need to transfer personal data of Russians to the Russian Federation. The fact is that tickets are booked through global services, Amadeus, Gabriel, Saber, Galileo, and the data of users of these services are stored worldwide, in accordance with the requirements of international law.

It also became known that Facebook does not consider it necessary to transfer the data of Russian users to the Russian Federation. There are several reasons for this: the first is purely economic, and the second is opportunistic — the social network simply does not consider personal data from user accounts.
