Moscow authorities and mobile operators have decided to resume negotiations on the construction of a unified cellular network in the Moscow Metro. One of the reasons for this decision is the low assessment of the quality of communication in the metro by passengers. The corresponding survey was conducted at the end of 2014.
The merger of the infrastructure
of VimpelCom and
MTS with the subsequent connection of
MegaFon and
T2 RTK Holding (Tele2 brand) to it is being discussed.
Sources of "Vedomosti" calculated that four operators will be able to provide voice communication at least 70% of the territory of the metro. Perhaps in 2016 LTE will operate at a significant part of metro stations, and normal voice coverage will appear in the cars, a representative of the Moscow Transport Department predicts. The representative of the MTS Dmitry Solodovnikov added that the operator is ready to discuss various interaction schemes.

The construction of networks in the Moscow metro was actually frozen since 2011. One of the interlocutors of “Vedomosti” blamed the barrier tariffs on access to infrastructure established by the metro in this.
In September 2014, an employee of one of the cellular companies estimated the joint costs of building the network at 7 billion rubles. If they were building networks separately, each could cost about 3 billion rubles, he argued. The Moscow authorities also did not stop at one version of events. One of the projects provides for a general construction contest for all operators of a single network throughout the metro, and the other is to conduct separate contests for different metro lines.
In two years, MTS intends to cover most of the Moscow metro stations with LTE, Solodovnikov said. Megafon expects 4G to operate at all new stations in 2016, and also that the 3G network will be upgraded and expanded in the metro and the LTE-1800 network will work, said Megaphone Moscow Network Development Director Mikhail to Vedomosti Karakulin. According to the representative of Vimpelcom, Anna Aybasheva, the operator plans to launch the LTE network in the Moscow metro in the near future. Tele2 is building its Moscow network in the metro, its representative Konstantin Prokshin said.
