The Russian manufacturer of microprocessors
, Baikal Electronics, will receive a loan in the amount of 500 million rubles for the mass production of Baikal-T1 processors. The Industry Development Fund (
FER ) under the Ministry of Industry and Trade approved a 5-year loan at 5% per annum.
The company plans to release 5 million processors by 2020. By this time, "Baikal Electronics" will be able to return the money to the fund. Vasily Osmakov, Director of the Department for Strategic Development and Project Management of the Ministry of Industry and Trade, believes that the cost of the processor makes it possible to speak of its competitiveness both in Russia and abroad. The processor will be used in access routers to broadband Internet networks, WiFi access points, printers, software for controlling machine tools and automated control systems.
The loan "Baikal Electronics" must also approve the supervisory board of the FER. Its approval is required for loans in the amount of more than 368 million rubles. According to the representative of the foundation, the supervisory board has not yet rejected a single project approved by the expert council.

The cost of the last stage of preparation for the serial production of processors will be 778 million rubles. The remaining 278 million rubles will be invested by the company
T-Platforms (owns 75% of Baikal Electronics), its representative Elena Churakova reports.
The microprocessor consists of several layers, and “Baikal Electronics” will pay about 50 photo masks from which each layer will be printed, Grigory Khrenov, Technical Director of the company,
told Vedomosti. A set of photo masks under 28 nm processor now costs about $ 1.5–2 million, and the production at the Asian factory of a series of test plates will cost about another $ 60,000, said Alexei Dianov, a representative of the micron microelectronic plant. Thus, the amount claimed for “preparation for mass production” may be overestimated several times, he said.
Depending on the exact parameters known only to the manufacturer itself, the cost of mass production preparation may vary, said Svetlana Appalonova, chairman of the association of electronics and appliances manufacturers. In her opinion, the claimed $ 10 million is a fair amount.
Baikal-T1 was designed in Russia, but its production was launched at a
TSMC plant in Taiwan. According to one of the participants in the microelectronics market, designing a processor without production could cost the company about $ 20 million.

Kraftway also received 500 million rubles from the FER in early August. The company
starts production of domestic computers.
