Operators are asked to introduce building codes to house equipment with several Internet providers.

The Ministry of Communications and representatives of operators discussed changes in building codes and regulations (SNiP). According to telecom operators, when designing new homes, it is necessary to provide infrastructure for the work of three or four Internet providers.

Communications must be adapted to accommodate Internet and television equipment in a special room, as well as networks of different standards - Ethernet , coaxial, optical.

The new rules could remove an additional barrier to access to services, expand the choice of their suppliers, believes Dmitry Petrov, director of relations with the legislative and executive authorities of MegaFon . The introduction of new standards is also supported by "Akado" and "VimpelCom" , say their representatives.

Now the SNiPs regulate the deployment of only one operator, and that fixed one, notes Dmitry Solodovnikov, MTS representative. The new SNiPs can also provide for the placement of equipment of several cellular operators. The rules prescribing the construction of intra-house communications, adapted for the work of several operators, have been operating in Moscow's new buildings for three years now. The federal regulatory framework is somewhat lagging behind and fixing this rule for all of Russia is the right decision, he said.

Krost has been building houses, the infrastructure of which is adapted for the simultaneous operation of several operators, since the beginning of the 2000s, says its CEO Alexey Dobashin. Provided in the houses and special rooms for placement of equipment, he said.

The representative of the Ministry of Construction claims that the position of the Ministry of Communications is "not sufficiently reasoned." Innovations will increase the cost of construction, he believes.

According to one of the meeting participants, the additional equipment costs will be only 2,000 rubles per apartment. According to Rosstat, in Russia in 2014 a little more than 1.12 million apartments were commissioned. Thus, the additional costs of developers could reach 2.24 billion rubles.
