At the Russian-Chinese exhibition EXPO in Harbin in October 2015, the government of the Chinese province of Heilongjiang will present a new project. It proposes to create a hub of online commerce on the territory of the free port of Vladivostok. Today in Russia, postal items are processed at logistics hubs in Yekaterinburg, Blagoveshchensk, Moscow and Novosibirsk.

According to him, goods and purchases ordered via the Internet from the territory of China will be processed in the hub. Placing the hub on the territory of the free port will allow applying the simplified duty payment scheme: “Customs duty will be paid when goods leave the free zone,” said E Zhongqi.
Last year, trade between Russia and China increased by 6.8%, to $ 95.3 billion. This was reported by the State Customs Administration of China. Russia's exports to the PRC grew by 4.9%, to $ 41.6 billion, imports from the PRC — by 8.2%, to $ 53.7 billion. E-commerce market participants predict that in 2015 the total volume of online commerce between countries will reach $ 36 billion.

The document should enter into force on September 12. The free port will include all seaports of the south of Primorsky Krai, Knevichi airport and railway sections. This will allow companies to import goods into Russia for further export through the port terminals of Vladivostok with virtually no customs clearance.
The Russian authorities expect that the companies of the two neighboring provinces of Heilongjiang and Jilin will actively use the services of the free port to export their goods.
